What is This New ‘Security Cess’ Bill?
Things are heating up in New Delhi! According to the latest Parliament Winter Session Day 4 LIVE updates, a bombshell bill has been introduced in the Lok Sabha. Union Finance Minister Nirmala Sitharaman introduces Cess Bill 2025, formally known as The Health Security se National Security Cess Bill, 2025, and it’s set to shake up the pan masala industry.
This new proposal aims to levy a special ‘cess’ or tax on the production of goods like pan masala. The government says the money collected will be used for critical public health and national security initiatives.
How Will This ‘Sin Tax’ Work?
Here’s where it gets wild. This isn’t your average tax. The cess will be charged based on the manufacturing machinery’s capacity. For some high-speed machines, the proposed rate is a jaw-dropping Rs 25.47 crore per month, per machine! These are some of the major Health Security se National Security Cess Bill highlights being discussed.
It’s important to note this cess is completely separate from excise duty. While excise duty revenue is shared with states, this new cess will go directly to the central government’s health and security funds.
Lok Sabha Heats Up Over New Bill
As per Parliament LIVE news today, the Lok Sabha debates National Security Cess Bill 2025 are underway. This is considered one of the Winter Session 2025 major bills, and the discussion is intense. All eyes are on the Opposition reaction in Lok Sabha today as the Lok Sabha Cess Bill debate today continues to unfold.
No Escape: HEFTY Fines and Jail Time for Evaders
The government is not playing around. The bill proposes strict measures to ensure compliance, including audits by high-ranking officers. Anyone caught violating the rules faces a penalty of Rs 10,000 or the amount of cess evaded, whichever is higher.
For major fraud or evasion exceeding one crore rupees, the consequences are severe: potential imprisonment for one to five years, a fine, or both. Aiding such an offence can also attract a penalty of up to one lakh rupees.
